Best Minecraft anarchy server plugins in 2026: what to install and what to skip

An anarchy server needs its own plugin set: pregeneration and a border for a huge world, protection from exploits and illegal items, a join queue, chat with ignore, and leaderboards — and almost nothing a survival server runs. Below: a table with facts from each plugin's own page, a short card per plugin and a starter set.

The DGuard team9 min read

In short: to launch an anarchy server you need Chunky with ChunkyBorder (pregeneration and world border), AnarchyExploitFixes (exploits, illegal items, lag machines), EssentialsX or Carbon for private messages and /ignore, ajLeaderboards for leaderboards, and the DGuard anticheat. A 2b2t-style queue — PistonQueue — comes in once the server hits its player cap. Anarchy has no claims, regions or rollbacks: that's the whole point of the mode. The basics every server needs — permissions, logging, backups — are in best server plugins.

What anarchy doesn't have: claims, regions, rollbacks

On an anarchy server nobody claims land and nothing gets rolled back: finding and raiding someone's base is part of the game. So half of the survival plugin set is either left out or switched off:

  • Claims and regions. GriefPrevention, Lands and WorldGuard regions protect builds, which goes against the mode. For survival they're covered in survival server plugins.
  • Rollbacks. Keep CoreProtect for its logs — that's how you find dupers — but don't roll back griefing.
  • Teleports. If you install EssentialsX for /msg and /ignore, decide whether to keep /home, /tpa and /warp: they cut travel across a huge world. If you don't want them, don't grant their permissions in LuckPerms.
  • Vanilla spawn protection. spawn-protection in server.properties stops players without OP from breaking blocks near the spawn point. If spawn should be like the rest of the world, set spawn-protection=0 — that turns it off.

Each plugin in brief

World: Chunky and ChunkyBorder

An anarchy world keeps growing, and elytra flight makes the server generate new chunks faster than it was built for. Chunky pregenerates an area ahead of time, with no players online: you can pause and resume the task, and progress shows in the console. ChunkyBorder is a Chunky add-on that creates and manages world borders, round ones included. Radius and order are in pregenerating the world and world border.

Exploits and illegal items: AnarchyExploitFixes

AnarchyExploitFixes (AEF) is a Paper plugin that tries to fix the major exploits affecting anarchy servers. It won't enable without PacketEvents — the same PacketEvents DGuard needs. Every feature can be switched on or off in the config. According to its Modrinth page it includes:

  • Illegal items: removes or reverts banned and overstacked items, over-enchanted and incompatible enchantments, unbreakable items and spawn eggs — inside shulkers too; removes illegal blocks placed in the world, including non-natural spawners.
  • Lag machines: per-chunk limits on falling blocks, experience bottles and vehicles, removal of wither skull projectiles, switching off redstone, elytra, explosions and falling blocks at low TPS.
  • Elytra: speed limits for old and new chunks.
  • Exploits: book-ban (a cap on book page size), chunk ban, the end gateway crash, the end portal dupe, refilling the bedrock floor and roof.
  • Chat: a delay between messages, a character limit, a command whitelist.

AEF's Modrinth page lists versions up to 1.21.9: if your server is newer, check whether a build for it is out. Start with what Paper already does — packet and book limits and the vanilla dupes it closes, see dupes and exploits. Some AEF features — BoatFly, elytra flight — overlap with an anticheat: AEF stops the exploit from working, while the anticheat catches the player using the cheat and collects evidence for a ban.

Queue: PistonQueue

PistonQueue recreates the 2b2t queue system and adds features on top: reserved slots, shadow-banning, an auth server for offline-mode servers. It needs a BungeeCord or Velocity proxy, the main server and a separate queue server where players wait; the jar goes on both the proxy and the queue server. Building the proxy is covered in Velocity or BungeeCord and Minecraft server network.

Chat: EssentialsX or Carbon

Private messages and ignore come down to three commands: /msg (also /w, /tell, /whisper), /r to reply, and /ignore. EssentialsX has all three — see EssentialsX. Carbon is a channel-based chat plugin: MiniMessage formatting, radius and per-world channels, cross-server chat over Redis, NATS or RabbitMQ, muting and ignoring other players. It needs Java 21+ and LuckPerms.

Leaderboards and stats: ajLeaderboards and AnarchyStats

ajLeaderboards builds a leaderboard from any placeholder that returns a number — kills, playtime, anything — and shows it on signs, holograms and NPCs; hourly, daily or monthly boards reset without touching all-time stats. It needs PlaceholderAPI. AnarchyStats is a single command showing server age, total players and world size; /info can be renamed.

Logs and profiler: CoreProtect and spark

When someone dupes or finds an exploit, CoreProtect shows who placed, broke and stashed what. spark is already built into Paper: /spark profiler start --timeout 600 shows after 10 minutes what eats your ticks — a plugin, mobs or someone's lag machine. Reading the report is covered in spark profiler.

A starter set for an anarchy server

  1. 1

    Core and permissions

Paper or Leaf and LuckPerms: permissions for /msg and /ignore, extra commands closed. Set up backups right away — no rollbacks for players, but a dead disk can still happen.

  2. 2

    Anticheat

The latest PacketEvents release and DGuard — before the server opens.

  3. 3

    World

A world border, then Chunky pregenerates the area before launch. ChunkyBorder if you want a round border.

  4. 4

    Exploits

Paper's default limits plus AnarchyExploitFixes, if there's a build for your version.

  5. 5

    Chat and leaderboards

EssentialsX just for /msg, /r and /ignore, or Carbon; ajLeaderboards with PlaceholderAPI for leaderboards.

  6. 6

    When the player count grows

A Velocity proxy and PistonQueue, so players wait in line instead of being turned away.

An anticheat for anarchy: DGuard

The plugins above protect the server and the world, but they don't catch cheats: CrystalAura, AutoTotem and ElytraFly run in the player's client. DGuard — the best anticheat for a modern Minecraft server — checks all 47 cheat types in the comparison; the nearest rival, Intave, has 27. It runs on Paper and Leaf 1.21–26.3 next to PacketEvents; the main version is 1.21.11: DGuard is tested on it and runs on live servers, while the other versions are supported but not yet proven on live servers.

Anarchy tolerates a lot, so you set the strictness: ban or kick per cheat feature, evidence weights and thresholds in the config, and hidden mode never tells a cheater he's been caught. Checks run in network threads — 0.03% of one core on the main thread, which matters on a heavy world. What to ban and what anarchy tolerates is in anticheat for anarchy servers. DGuard is free up to 30 players online.

FAQ

What plugins does an anarchy server need?

Pregeneration and a world border (Chunky, ChunkyBorder), protection from exploits and illegal items (AnarchyExploitFixes), private messages and ignore (EssentialsX or Carbon), leaderboards (ajLeaderboards) and an anticheat. A queue (PistonQueue) once the server hits its player cap.

Does an anarchy server need land claims?

No. On anarchy nobody claims land and nothing gets rolled back — that's the mode. Claim and region plugins belong on survival servers; on anarchy keep only CoreProtect's logs to investigate dupes.

How do I set up a 2b2t-style queue?

With PistonQueue: it recreates the 2b2t queue and adds reserved slots. You need a BungeeCord or Velocity proxy, the main server and a separate queue server; the jar goes on the proxy and on the queue server.

How do I remove illegal items on an anarchy server?

AnarchyExploitFixes has an Anti-Illegal system: it removes or reverts banned and overstacked items, over-enchanted items and unbreakables — inside shulkers too. Check that an AEF build exists for your server version.

Which anticheat should an anarchy server use?

One that checks anarchy cheats: CrystalAura, AutoTotem, ElytraFly, BoatFly, BookBot. DGuard has a check for each, you set the strictness yourself, and it's free up to 30 players online.
