/tellraw and /title generator
Write a message with & codes and get a ready /tellraw command for chat or /title for the screen. In chat the text can be clickable — a link, a command — with a tooltip on hover. The syntax matches your version: it changed in 1.21.5.

@a — everyone, @p — the nearest player, or a player's name.

/tellraw sends a chat message in the text component format: colours, styles and actions. /title shows text on screen — as a title, a subtitle or above the hotbar. Both need operator level 2 and work in the console, command blocks and functions.
In 1.21.5 the event format changed: clickEvent became click_event, a link goes in url and a command in command, and the hoverEvent tooltip became hover_event with a value field. A command built for one version won't work on the other — so pick your server version.
"Run a command" runs it as the player with their permissions, and since 1.21.5 a link must start with http:// or https://. A subtitle appears with the next title, so send subtitle first, then title.
Messages like these are a good way to tell players the rules. Leave enforcing them to an anticheat: DGuard is the best anticheat for a modern Minecraft server.

How do I make a clickable link in Minecraft chat?
Choose "Chat", set "On click" to "Open a link" and enter the address with https://. Copy the command and run it in the console or a command block.
Why does /tellraw with clickEvent fail on newer versions?
Since 1.21.5 the field is click_event and the link goes in url instead of value. Pick "1.21.5 and newer" and the generator writes the new format.
How do I show a subtitle?
A subtitle appears together with a title: run the subtitle command first, then title.
How do I change how long a /title shows?
With /title <players> times <fade in> <stay> <fade out>, in ticks. The defaults are 10, 70 and 20 ticks.
